ROADBLOCKS LIFTED TODAY, BUT SOME CONTINUE
LOS CORTES FUERON LEVANTADOS, PERO ALGUNOS CONTINUAN

Los manifestantes del Bloque Piquetero Nacional, la Coordinadora Aníbal
Verón y la Corriente Clasista Combativa (CCC) generaron un caos de
tránsito durante el día. Sólo mantienen los cortes en Florencia Varela y
en La Plata. Reclaman planes Trabajar y la libertad de líderes de las
agrupaciones que están detenidos.

Los cortes de ruta en distintos accesos a la Capital Federal, sobre todo
desde el sur del conurbano bonaerense, comenzaron a levantarse esta
tarde en forma paulatina.

Demonstrators from the National Block of Piqueteros, the Anibal Veron
Coordinating body and of the Corriente Combativa Clasista (CCC)created
traffic chaos today. Right now, only the roadblocks in Florencio Varela
and La Plata are maintained. They are demanding food, subsidies for the
unemployed and the freedom of some of their jailed leaders.

The other roadblocks that cut access to the Capital, especially in the
Southern neighborhoods, were lifted this afternoon.

El Bloque Piquetero, la Coordinadora Veron y la CCC son grupos que
luchan entre si por la hegemonia dentro del movimiento de desocupados e
intentan revitalizar el movimiento que se desplomo el ano pasado despues
de una fallida "Asamblea Nacional" y que, por lo tanto, no jugo un rol
protagonico en los levantamientos masivos del 19-20 de Diciembre
pasados.

El Bloque Piquetero es apoyado por organizaciones como los trotskistas
PO, PTS, MST y una reciente escisión de la CCC, liderada por Raul
Castells, un dirigente preso por anteriores actividades de distribución
de comida en los barrios pobres.

Estas organizaciones estan llamando a un Congreso Nacional de
Trabajadores Empleados y Desempleados para el 16-17 de Febrero con un
programa similar en lo reivindicatorio al de sus oponentes en la CCC,
pero incluyendo otras demandas tales como la eleccion de una Asamblea
Constituyente. Tambien han solicitado ser reconocidos como ONG para
poder distribuir comida y Planes Trabajar (subsidios para los
desempleados) proveidos por el gobierno para paliar la crisis.

The Bloque Piquetero, the CCC and the Veron Coordinating Body are
antagonist groups that are struggling for hegemony in the movement of
the unemployed and are attempting to reconstruct some sort of national
movement, after the collapse last year of their National Assembly of
piqueteros. Because of that collapse, the movement did not play a role
in the December 19-20 uprising.

The Bloque Piquetero is supported by left organizations like the
Trotskyists PO, PTS and MST as well as a recently split wing of the CCC
led by Raul Castells. Castells is presently serving a prison sentence
for prior organizing of distribution of food in poor neighborhoods.

These organizations are calling for a "National Conference of Employed
and Unemployed Workers" for February 16-17. They have an immediate
program very similar to that of the CCC, but they added demands such as
the call for a Constituent Assembly. They also requested to be
recognized as a NGO to be able to distribute food and subsidies for the
unemployed presently distributed by the government.

Miembros de la Corriente Clasista y Combativa, controlada por el Maoísta
PCR y que, desde el colapso de la "Asamblea Piquetera" el ano pasado
comenzo a trabajar con los grupos barriales de la CTA (una de las
centrales sindicales en que se divide el gremialismo Argentino) - es
otra de las organizaciones que participa de los cortes. Los voceros de
la CCC informaron que los únicos cortes que se mantendrán son en
Florencio Varela, sobre la ruta 36, a la altura del barrio Pepsi, y en
La Plata, en la avenida 44, a la altura de Los Hornos.

Esos dos cortes empezaron hace ocho días, mientras que los que se
iniciaron hoy empezaron a ser levantados cerca de las 17.30.

Members of the CCC (under the control of the Maoist PCR) which, since
last year's collapse of the "Assembly of Piqueteros" started to work
with the neighborhood groups of the CTA (one of the four workers
confederations of Argentina's labor movement) - reported to the media
that all the roadblocks which started today were being lifted and that
only those in Florencio Varela and La Plata will be maintained.

En general, el bloque CCC/CTA es considerado como la fraccion
mayoritaria en el movimiento de los desempleados, pero se hallan
enfrentando una creciente presion de sus bases por sus posiciones
blandas en relacion al gobierno de Duhalde y por el control burocratico
que ejercen en sus organizaciones.

El Bloque Piquetero es mucho mas pequeño que la CCC/CTA pero en general
son considerados a su izquierda. Lo que no esta muy claro es si las
organizaciones alrededor de Raul Castells permaneceran como sus aliados
o no. Castells ha sido presentado como candidato a Presidente para las
elecciones del 2003 por un numero de organizaciones de los desempleados,
los jubilados y otros.

Tanto la CCC/CTA como el Bloque Piquetero han denunciado al gobierno por
canalizar los subsidios a los desempleados y la comida a traves de los
"punteros" del Partido Peronista en lugar de a traves de las
organizaciones de los desempleados.

Generally, the CCC/CTA block is considered the stronger faction in the
movement of the unemployed, but they are increasingly under pressure
from their ranks because their soft positions on the Duhalde government
and their heavy-handed control of the organizations.

The Bloque Piquetero is much smaller than the CCC/CTA block but they are
generally regarded to their left. What is unclear is whether its main
component, the groups around Raul Castells, will remain allied with
these more leftist organizations. Castells was presented already as a
candidate for the Presidency in 2003 by a number of organizations of the
unemployed, pensioners and others.

Both factions (Bloque Piquetero and the CCC/CTA), and the Veron
Coordinating Body are now demanding massive distribution of food to the
poor, more subsidies for the unemployed and the right for their
organizations to distribute those benefits. All three groups criticize
the government for channeling those resources through the "punteros"
(bosses) of the Peronist Party instead than through the organizations of
the unemployed.

En la mayoría de los casos los piqueteros que cortaron las rutas hoy
eran de la Coordinadora Aníbal Verón y el Movimiento Independiente de
Jubilados y Pensionados, de Raúl Castells, así como de la Corriente
Clasista y Combativa (CCC).

La Autopista Buenos Aires-La Plata fue cortada esta mañana a la altura
de La Boca por unos 1.200 manifestantes, según informaron miembros de la
Coordinadora Aníbal Verón.

In most cases, the piqueteros setting roadblocks today were from the
Anibal Veron Coordinating Body, the MIJP of Raul Castells and members of
the CCC/CTA block.

Leaders of the Anibal Veron movement reported that close to 1,200 of
their members blocked the road linking Buenos Aires with the City of La
Plata.

Un aspecto dificil de esta lucha por la direccion de los desempleados,
es la relacion de estos con las asambleas barriales que se formaron como
resultado de los levantamientos del 19-20 de Diciembre.

En el mas reciente numero de su periodico "Hoy", del maoísta PCR, se
quejan que sus dirigentes fueron recibidos con el cantico de "se va a
acabar, se va a acabar, la burocracia sindical" cuando sus partidarios
se dirigieron a los concurrentes de la multi-barrial.

El PCR acusa a los "trotskistas que dirigian la lista de oradores y el
sonido" de ser responsables de estos hechos.

A difficult aspect of this struggle for the leadership of the
unemployed, is the relationship with the neighborhood assemblies, formed
as a direct result of the uprising of December 19-20.

In its more recent issue of their newspaper "Hoy", the Maoist PCR
complains about its leaders being drowned by chants of "we will end, we
will end the labor bureaucracy" after they addressed a crowd at the
Inter-neighborhood assemblies. The Maoist paper accused the
"Trotskyists who controlled the sound system and the speakers list" for
the incident.
