When houseless people are physically assaulted by off duty police officers and are themselves blamed for the cause of their attack, this is an example of the code of silence. Fear and intimidation by police can encourage many transients to migrate elsewhere, away from the land of glitz and glamour casino life. Tactics are borrowed from the mafia's "omerta" code, meaning nobody gives away their fraternal brothers.
