U.S. Ag Secretary Vilsack has proclaimed National Agriculture Week 2009 and California Black Farmers and Agriculturalists embrace the Vernal Equinox being applied toward tangible equity and equal opportunity within a solid framework of our USDA/CBO Partnership. Ancient African Green Technology is fundamental to our U.S. Federal Reserve Note and has solutions to the current cycle of challenges to the foundation of U.S. Agriculture.

California, the leading U.S. Agriculture state, continues to address both natural and man-made cyclical climate change challenges by manufacturing a "man-made, undefined drought." Political, economic and cultural infrastructure investment artifically altered the natural environment for explosive population growth. Today, our California Dream is being closely examined, while the full costs of producing fresh fruits and vegetables nationwide is balanced against with the full health care costs of unstainable epedemic diet related outcomes.

Agriculture Derivative Market Transparency and Accountability may restructure future agriculture financial markets to place health and nutrition above speculation and food insecurity.

Homeland security inclusive of Food Safety Regulations has a working plan. Rebuilding Main Street USA by restoring Local Food Systems has a champion who will frame the 2012 Farm Bill. Priority consideration for final resolution to historic Civil Rights challenges at our "Last Plantation" seems a solid plan to embrace.

Our cardinal point of reference from the African Calendar is the reason for National Ag Day. Spring 2009, universal order aligns cycles of seasons and cycles of ages toward the dawning into the Age of Aquarius, as global earth, fire, water and air challenges takes center stage in Green Economy.

President Obama and Secretary Vilsack are preparing the land for change this National Agriculture Week 2009.

Today, here in the Land of Queen Califia, President Barack Obama will enjoy the warmth of the Southern California sunshine and travel from Pacific to Atlantic, back to Washington, D.C., to enjoy the Constitution Gardens preparing for a full Cherry Blossom Bloom in a cool Potamac Sunshine.

A PROCLAMATION

WHEREAS the Nation recognizes the outstanding contributions of the men and women of agriculture; and

WHEREAS the United States Department of Agriculture seeks to promote an understanding of America's agricultural industry; and

WHEREAS American agriculture helps feed the world, fuels our Nation's economy, and is the largest positive contributor to our Nation's net trade balance; and

WHEREAS the United States exports about one-fifth of its agricultural production, with agricultural exports reaching $115.5 billion in 2008; and

WHEREAS agricultural exports injected nearly $216 billion into the national econpmy in 2007, supporting jobs for 808,000 Americans, and each farming export dollar generates another $1.40 in support activities; and

WHEREAS agriculture provides jobs throughout the farm and food industry, including employment for farmers, farm workers, scientists, processors, shippers, and retailers; and

WHEREAS the stewardship ofAmerica's farmers and ranchers ensures a sustainable resource base for future generations; and

WHEREAS American farmers and ranchers uphold the rural character of the Nation as they provide the most abundant and most affordable food and fiber supply in the world; and

WHEREAS American agriculture builds on centuries ofprogress by constantly seeking advances in science, research, technology, production, and marketing to meet the demands of changing consumer needs and complex world markets; and

WHEREAS a broad approach to agricultural education is vital to ensure that American agriculture continues to flourish, and the agricultural community engages tens ofthousands of volunteers and organizations to help educate students about the importance of agriculture in
modern-day America through agricultural literacy efforts;

NOW, THEREFORE, in recognition of the preeminent role that agriculture plays in the daily lives of every American, in acknowledgment of the future progress and prosperity ofthe Nation's
economy, and in appreciation offarmers and ranchers across the Nation,

I, Thomas J. Vilsack, Secretary of the United States Department of Agriculture, do hereby proclaim the week of March 15-21, 2009, as National Agriculture Week and recognize March 20, 2009, as National Agriculture Day.
