William Barr, then the Attorney General, refused to do so...Earlier, Barr also had refused to appoint a special counsel to look into the monumental money-laundering operation of the Bank of Commerce and Credit International.

Kellogg-Briand Treaty is a anti-war covenant signed on to the U.S Constitution as the supreme law of the land. It contains approx. this content---- the weapons of mass destruction are so huge that they make the previous wars and the machinery of mass death look like pea-shooters. The treaty says war is so huge in destroying the planets livability that they threaten the very existence of the ecological balances of the organic and inorganic webs-of-life on Earth. We must therefore organize to dismantle the WMD weapons of mass destruction as not a sound economic tool and forbid all nations to make aggressive wars against other countries. More or less the WMD are so ruinous that they threaten all life on the planet.

That is why the CHARTER of the UNITED NATIONS was brought into being by the liberation fighters of the second world war, that charter says, we the people form the United Nations by charter, to make war just a long distant memory for the coming generations. Voila! Necessity makes the ending of war so the harmony of nature can return and save the remainder of the climate from further destruction by floods and fires. Elect woman equally so they can access half of the law making per calendar year. Voila!! Peace be with you, happy new year.
